Leadership is not simply possessing any type of rank or title. It comes through dedication and experience within your professional community. Ultimately it is earned. The Office of the Constable and the organization itself presents multiple opportunities for leadership. It is important to recognize that leadership within the department is necessary, but equally important is the leadership projected out into the community. A law enforcement leader has the ability to not only motivate and effectively communicate with their own staff, but also have the ability to reach out to peer agencies and efficiently work with them for the common good of the people. Collin County is growing at a rate that it will become improbable one agency alone will possess all of the resources to appropriately handle what society is throwing at us today. The Constable must instill confidence in the law enforcement officers of Collin County that he/she supports them fully. The leader must be able to instill faith in law enforcement officers that he/she believes in their ability to fully execute their duties lawfully and Constitutionally. I have led men and women in law enforcement for many of my over two decades in law enforcement. I look forward to continuing that leadership as your Collin County Constable and have the ability to bring law enforcement and community together once again for the betterment of our great county.
It seems like just yesterday law and order went hand in hand with Collin County. While Collin County does remain a very safe community to raise your families and enjoy your life it is changing. We have begun to see lawlessness at county buildings that has spilled out into our streets. This must not be allowed to happen.Let me clarify something very important in this conversation. I 100% believe in exercising your constitutional rights and lawfully protesting is under that umbrella. I believe, as all law enforcement officers should, that upholding the U.S. and Texas Constitutions is also upholding our oaths as public servants.Having said that; allowing unlawful activity under the guise of protesting is not okay. There seems to be a misunderstanding that just because you or a group says your "protesting" you can do whatever you want. This is not fact. In reality once you start committing criminal acts you no longer are legally protesting; you very well could be rioting. When did destruction of property and assaults on people become acceptable?
A healthy community relies on healthy relationships. One of the most important relationships that has to be healthy and fluid is between law enforcement and society. We have all seen the damage and destruction that occurs when the community and law enforcement have a poor and distrusting relationship. As your Constable, I pledge to you to be for the PEOPLE and our COMMUNITY! This isn't a partisan topic. This is a community topic and an important one at that. I understand people run on partisan party ballots at the county level and there's good reason for that when voting for law and policy makers. Our oath affirms our commitment to police everyone equally and nowhere in the law is there a section that dictates we police Republicans differently than Democrats, Libertarians, or any other group. This is the unique part about running for office as a law enforcement professional. We are enforcers of the law; not law makers.As such, it's important to listen to everyone in the community as everyone has questions and concerns. So, let me pose this question to you.........how do you run on a partisan ticket and only talk with your party members, but then prevail and suddenly announce you are here to support all of Collin County? Didn't you just alienate up to 40% of the citizens of Collin County by ignoring them through the entire campaign process? When the uniform goes on an unbiased mindset to all citizens of Collin County must engage, or you are failing your mission before Day 1 in office ever occurs.
Transparency really translates to trust. The community demands transparency in government operations because we must feel like we can trust what is going on. This is hyper-important in law enforcement. It is bad enough large sections of our population don't trust law enforcement and are reluctant to assist us when crimes are committed. That is a travesty. Society, in the model we currently enjoy, cannot survive on it's own without the help of law enforcement. The problem is law enforcement has to understand the same rings true to them. Law enforcement cannot be successful and truly provide service to the community without assistance from the community. This is a mutually beneficial relationship when that relationship is healthy. Unfortunately, we have seen what happens when that relationship isn't healthy. You have protests daily, riots, continued violence against officers, etc. Transparency has many tentacles to a law enforcement agency. Yes, budget wise, most people would agree this is important. That's usually the easiest path of least resistance to transparency. This goes much deeper though. Law enforcement must remain transparent regarding incidents that have occurred. We must establish an outlet to brief media and the community when unfortunate and unforeseen incidents occur.
